I'm afraid to say that Jocaml has not been maintained for a while as
our main developer is no longer working on it (Fabrice le Fessant).
We've been hoping to relaunch the project but it's not clear when or
if it can be done.

As to your specific question, you might try to turn off all locales
(which interfere with sed in the Makefile and was a problem with
Jocaml and earlier Ocaml builds)

  export LC_ALL=C
  unset LANG
  unset LANGUAGE
